ロシアのウクライナ侵攻に関する声明

ロシアのウクライナへの侵攻は、国家間の紛争を一方的な武力行使で解決しようとする
行為である。国連憲章と国際法に反し、現在の世界を支える規範や秩序を根幹から揺るが
すと共に国連の存在自体を無意味化しかねない行動であり、きわめて深刻である。
プーチン大統領はロシアが核兵器国であることを誇示し、「核兵器の使用」を掲げること
による威嚇を公然と行なっている。「核兵器信仰」との決別、核なき世界の実現に向けた、
核兵器禁止条約発効後の世界の趨勢に逆らい、2022 年 1 月に発表した「核保有国 5 カ国
のリーダーによる、核戦争を防ぎ、軍拡競争を避けることについての共同声明」で述べた
責務とも明確に矛盾する。
日本パグウォッシュ会議は、ロシアに対して、侵攻・戦争の即時中止を求める。ロシアの
ウクライナへの侵攻を強く非難すると共に、全ての当事者に問題の平和的解決を求める。

Statement on Russia's Invasion of Ukraine

Russia's invasion of Ukraine is an attempt to resolve a conflict between nations through the unilateral use of force. This is an extremely serious action that violates the UN Charter and international law, and can shake the very foundations of the norms and orders that underpin the world today and could threaten to render the existence of the United Nations meaningless.
President Vladimir Putin has openly threatened to "use nuclear weapons" by flaunting the fact that Russia is a nuclear-weapon state. This is contrary to the world trend after the entry into force of the Treaty on Prohibition of Nuclear Weapons（TPNW）toward a world without nuclear weapons and a break with the "belief in nuclear weapons." It also clearly contradicts the responsibility stated in the "Joint Statement by the Leaders of the Five Nuclear Weapons States on Preventing Nuclear War and Avoiding an Arms Race," released in January 2022.
The Pugwash Japan calls on Russia to immediately cease its aggression and war. We strongly condemn Russia's aggression against Ukraine and call on all parties to resolve the issue peacefully.
